Why aren't Kickers or Punters Drafted Early?

Hey guys I have been wondering for a while, why haven't any Kickers or Punters drafted in the first, second, or third rounds in a draft? Most kickers get drafted really late in the draft and I have been wondering why.

Some of the greatest kickers in the game have also been drafted late. Thanks.
